Frank Vram Zerunyan, J.D. is Professor of the Practice of Governance and Director of Executive Education at the USC Sol Price School of Public Policy. His key areas of expertise include Local Governments, Public Private Partnerships, Land Use, Regulation and Executive Education.
He is the founder, principal and general counsel to Public-Private Community Development LLC; a policy-driven redevelopment company. He is also a founder of California P3 Infrastructure Group, LLC (CaP3i) and P3 Solutions Group, LLC (P3SG). CaP3i and P3SG are on the cutting edge of Public Private Partnerships focusing on rebuilding California’s infrastructure. He also founded the Zerunyan Center for Business, Entrepreneurship and Community Development at the Palos Verdes Peninsula Library
In his role as a public servant, after serving as Chair of the Planning Commission in Rolling Hills Estates, Frank was elected to the City Council in 2003 and re-elected in 2007 and 2011. He served as Mayor in 2007-2008 and on the boards of Regional Law Enforcement and County Sanitation South Bay District. He previously served as Chair of the City’s Equestrian and Traffic and Safety Committees. He is the City’s representative on the board of the Palos Verdes Peninsula Transit Authority. Frank served on California Contract Cities Association, Southern California Association of Governments and League of California Cities policy committees over the last 8 years. Zerunyan also served as the 49th President of California Contract Cities Association, the second largest municipal organization in California. As the appointee of the Board of Supervisors, he is an advisor to the Business Technology Center of the County of Los Angeles.
Zerunyan was appointed by Gov. Schwarzenegger to the Medical Board of California; he served as board member from 2006-2011 including several years as its Vice President. He has been honored as one of Southern California Magazine’s Super Lawyers since and was re-elected as chairman of the Board of Governors of the worldwide Armenian Bar Association.
Frank earned his J.D. degree from Western State University College of Law and his B.A. from California State University, Long Beach. He also completed his advanced legal studies in Corporate Taxation at the University of Southern California Law Center. He is a graduate of California League of Cities’ Leadership Institute.
Zerunyan is also fluent in French, Armenian, and Turkish.
