Presidents and the Congressional Black Caucus: Electoral Incentives and Budget Politics
Brian Newman will discuss his research paper (co-authored with John Griffin of University of Colorado, Boulder). What are the racial consequences of presidents’ incentives to move toward the median voter as elections approach? If presidents move toward the center, they may move away from non-centrist groups like the Congressional Black Caucus (CBC). We compare the president’s annual budget proposal to the CBC’s alternative budget from 1980 to 2012 testing whether Democrats’ (Republicans’) budgets are less (more) congruent with the CBC’s alternative budgets in election years.
About the Speaker
Brian Newman is a professor of political science at Pepperdine University. He received an M.A. and Ph.D. from Duke University and B.A. from Michigan State. Brian does research in Presidency Research, Legislative Studies and Elections, Public Opinion and Voting Behavior.
