CEQA brought everybody to the table to negotiate what turned out to be a really a brand new set of tools that were really creative for both market-rate developers and affordable developers in that neighborhood. I think in some cases it can be used to protect the public good. What’s bad about it is the fact that it can so easily be hijacked for private gain.
