Baldwin County turns toward planning amid heated development disputes

In Baldwin County, the desire for more planning exercises is not unlike what’s occurring in other high-growth areas in the U.S., according to Marlon Boarnet, chairman of the Urban Planning and Spatial Analysis at the University of Southern California’s Price School of Public Policy.
