The Price Research Collaborative aims to foster critical discussion about both specific policy areas as well as the ways in which those policy areas are being implemented. This collaborative brings together the Bedrosian Center on Governance and the USC Lusk Center for Real Estate.

This solution-oriented panel of experts will span the policy space and focus on the notion of a safe haven from the California Environmental Quality Act (CEQA) requirements for infill development projects.

CEQA requires state and local agencies to identify the significant environmental impacts of their actions and to avoid or mitigate those impacts, if feasible. Every development project which requires a discretionary governmental approval will require at least some environmental review, both procedural and substantive, pursuant to CEQA. New legislation (SB-743) has recently been drafted that would change the way transit oriented infill projects are analyzed under CEQA, opening the door for a possible “safe haven” for infill development.
