Spectrum News 1 featured Jody Armour of the USC Gould School on the legal justification for releasing nonviolent prisoners during the COVID-19 outbreak.

“When we expose prisoners to unhealthy, unsafe conditions, that can constitute the infliction of unnecessary and wanton pain, in violation of the Eighth Amendment,” he said.
