Brian Newman discussed his research paper (co-authored with John Griffin of University of Colorado, Boulder). Newman studies the racial consequences of presidential incentives to move toward the median voter as elections approach. If presidents move toward the center, they may move away from non-centrist groups like the Congressional Black Caucus (CBC). The study compares the president’s annual budget proposal to the CBC’s alternative budget from 1980 to 2012 testing whether Democrats’ (Republicans’) budgets are less (more) congruent with the CBC’s alternative budgets in election years.
