Kathleen Doherty, Ph.D., is an Assistant Professor at the USC Sol Price School of Public Policy. She previously held a postdoctoral fellowship at the Center for the Study of Democratic Institutions at Vanderbilt University.
Her research focuses on bureaucratic delegation, the development of bureaucratic expertise, and political oversight of agency action. She studies the acquisition of bureaucratic expertise in an environment of policy complexity and institutional constraints. Other research addresses congressional and presidential strategies to control agency decision-making and the effect of these strategies on policy. She also examines judicial oversight of executive agencies with particular interest in the efficacy of court enforcement of legislative mandates.
