Jeffery A. Jenkins

2017- Present

Jeffery A. Jenkins is Provost Professor of Public Policy, Political Science, and Law, Judith & John Bedrosian Chair of Governance and the Public Enterprise, Director of the Bedrosian Center, and Director of the Political Institutions and Political Economy (PIPE) Collaborative. He previously held tenure-stream positions at the University of Virginia, Northwestern University, and Michigan State University.

His research interests include American Political Institutions and Development (with a special emphasis on Congress and political parties), lawmaking, separation-of-powers, and political economy. Much of his work takes a positive political theory (or rational choice) approach, and examines how political actors pursue their interests while being constrained by formal and informal institutional arrangements. His current work involves papers on the ideological content of federal lawmaking in the post-war era and book projects on how civil rights policy has been dealt with in Congress over time and how the Republican Party evolved in the South after the Civil War.

Dr. Jenkins holds a PhD in political science from the University of Illinois at Urbana-Champaign and an MS in mathematical methods for the social sciences from Northwestern University. He has been a postdoctoral fellow at Princeton University and Michigan State University.

He currently serves as the Editor-in-Chief of The Journal of Politics.

Raphael Bostic

2012-2017

Dr. Raphael Bostic is President and CEO of the Federal Reserve Bank of Atlanta.

Dr. Bostic served for 3 years in the Obama Administration as the Assistant Secretary for Policy Development and Research at the U.S. Department of Housing and Urban Development. In that Senate-confirmed position, Dr. Bostic was a principal advisor to the Secretary on policy and research, with the goal of helping the Secretary, and other principal staff, make informed decisions on HUD policies and programs, as well as budget and legislative proposal. Bostic led an interdisciplinary team of 150 which had expertise in all policy areas of importance to the department, including housing, housing finance, rental assistance, community development, economic development, sustainability, and homelessness, among others. During his tenure and with his leadership, PD&R funded more than $150M in new research, became an important advisory voice on departmental budget and prioritization decisions, and reestablished its position as a thought leader on policies associated with housing and urban development.

Dr. Bostic arrived at USC in 2001, where he served as a professor in the University of Southern California’s School of Policy, Planning, and Development. His work spans many fields including home ownership, housing finance, neighborhood change, and the role of institutions in shaping policy effectiveness. A particular emphasis has been on how the private, public, and non-profit sectors interact to influence household access to economic and social amenities. His work has appeared in the leading economic, public policy, and planning journals. He was Director of USC’s Master of Real Estate Development degree program and was the founding director of the Casden Real Estate Economics Forecast. Prior to that, he worked at the Federal Reserve Board of Governors, where his work on the Community Reinvestment Act earned him a Special Achievement Award.

He was named the Judith and John Bedrosian Chair in Governance and the Public Enterprise and director of the Bedrosian Center on Governance at the Price School of Public Policy in 2012. Since 2016, Dr. Bostic has served as the chair of the Governance, Management and Policy Process department.

In an earlier stint at HUD, Dr. Bostic served as a special assistant to Susan Wachter when she served as the Assistant Secretary for PD&R. He earned his Ph.D. in Economics from Stanford University and his BA from Harvard University.

Daniel A. Mazmanian

2006-2012

Dr. Mazmanian was the founding Director of the Bedrosian Center on Governance, from 2005-2012. He is a professor at the USC Sol Price School of Public Policy and the Academic Director of the USC Schwarzenegger Institute for State and Global Policy. He served as the school’s Ione L. Piper Dean and Professor from 2000-2005. Before coming to USC, he served as dean of the School of Natural Resources and Environment at the University of Michigan. He has been a member of the Board of Trustees of the John Randolph Haynes and Dora Haynes Foundation since 1994.

Dr. Mazmanian is a widely published scholar in the field of policy implementation and environmental policy. His current research focuses on the transition to sustainable communities. He is recipient of the Aaron Wildavsky Enduring Contribution Award from the American Political Science Association and the Thomas R. Dye Service Award from the Policy Studies Organization. Dr. Mazmanian served as executive director of the “Report of the California Adaptation Advisory Panel to the State of California,” in 2009-2010, and a member of the “Task Force on Environmental Governance of the China Council for International Cooperation on Environment and Development,” in 2005-2006. He is past president of the National Association of Schools of Public Affairs and Administration.

He received his Ph.D. in Political Science from Washington University and both his M.A. and B.A. in Political Science from San Francisco State University.
